Fabrice Filliez is a career diplomat. Prior to his appointment as Ambassador to the Republic of Singapore and Brunei, Fabrice Filliez served in Berne for five years at the Swiss State Secretariat for International Financial Matters with the title of Ambassador in charge of multilateral tax matters. He was responsible for representing Switzerland's interests in important multilateral tax negotiations, in particular, at the Global Forum on Tax Transparency and Exchange of Information.
Previously, he served as Head of the Economic and Finance Section of the Swiss Embassy in London. Other positions during his career included appointments at the Swiss Mission to the European Union in Brussels and at the Directorate for European Affairs in Berne, postings where he was actively involved in various Swiss-EU negotiations, as well as at the Directorate for Public International Law, Berne, Switzerland. Fabrice Filliez graduated from the University of Geneva with a Degree in Law and holds a Master’s Degree in European Law from the University of Brussels, Belgium.

Anies Baswedan was inaugurated as the Governor of Jakarta for the 2017-2022 term on October 16th, 2017. Before assuming office, Mr. Baswedan served as the Minister of Education and Culture of the Republic of Indonesia in the Joko Widodo administration from 2014 to 2016, and as rector of Paramadina University from 2007 to 2015. Mr Baswedan is the recipient of the 2010 Nakasone Yasuhiro Award from the Institute for International Policy Studies in Japan. He has also been named as one of the Top 100 Public Intellectuals by Foreign Policy Magazine in 2008, as one of the World’s 20 Future Figures by Foresight Magazine, Japan, in 2010, and as one of the 500 Most Influential Muslims by the Royal Islamic Strategic Studies Centre in 2010. Mr Baswedan received a Ph.D in Political Science from Northern Illinois University, an MA in Public Management from the School of Public Policy at the University of Maryland and a BA in Economics from Gadjah Mada University in Indonesia.

A/Prof Vernon Lee PhD, FAMS, MPH, MBA
Associate Professor Vernon Lee is a preventive medicine physician, Deputy Director for Communicable Diseases in the Singapore Ministry of Health, Head of the Singapore Armed Forces Biodefence Centre, and adjunct Associate Professor of Public Health at the National University of Singapore. He was formerly Advisor to the Assistant Director General for Health, Security and Environment at the WHO headquarters; and Medical Epidemiologist in the WHO Office in Indonesia. He has been involved in many global health security collaborations, and has developed pandemic preparedness plans and risk assessment and management programs at the global and national levels. He has also performed research on the effectiveness of various interventions against infectious diseases. He graduated from medical school at the National University of Singapore, holds a PhD in epidemiology from the Australian National University, and the MPH and MBA degrees from the Johns Hopkins University, USA.

Dr Manisha Shridhar WHO- SEARO works on Intellectual Property Rights (IPRs), Regulation and trade for health and medical products (medicines, vaccines, diagnostics and medical devices). That includes trade and legal issues relating to public health e.g. in areas of communicable diseases, pandemic influenza preparedness framework, traditional medicines, international health regulations, non-communicable diseases (NCDs), tobacco control and nutrition.
Dr Shridhar received her Master’s degree in Intellectual Property Law with specialization in Patent and Biotechnology Law and is a certified Mediator for IPRs disputes from Franklin Pierce Law Center, Concord, USA. She has an MSc Public Health degree from London School of Hygiene and Tropical Medicine, a Bachelor of Science (Botany, Zoology, Chemistry) from Delhi University, and Masters in Public Administration from Punjab University, Chandigarh, India. Her Doctorate on “Technology Innovation and Patent Activity in Indian Industry” is from Indian Institute of Technology, Delhi.
As member of the Indian Administrative Service, Dr Shridhar worked in different capacities in Government of India. She was Principal Secretary in the State Government of Himachal Pradesh where she managed departments of Health, Animal Husbandry, Fisheries, Cooperation, Town and Country Planning, Housing and Urban Development, Agriculture and Horticulture from time to time. She was District Magistrate in the state capital district of Shimla and in the district of Kangra at Dharamsala where she has performed quasi-judicial functions and also was responsible for public health government programs. She functioned as President of the District Red Cross Society and was associated with numerous health based voluntary associations. Dr. Shridhar served as the Joint Secretary with the Ministry of Micro Small and Medium Enterprises in the Government of India where, in addition to administrative assignments she prepared documents and reports on policy reform for growth and development of micro enterprises. She has drafted policy and briefing documents for WTO negotiations and other free trade agreements.
As Head of Training Research and Development Wing in the National Academy of Administration, Mussoorie, she designed and conducted training programs for senior Civil Servants from India and Sri Lanka on IPR and WTO issues. Dr Shridhar has written extensively and prepared case studies, study material for courses. She has scripted and produced a film on IPRs for World Intellectual Property Organization (WIPO). She assisted United Nations Industrial Development Organization (UNIDO) on Geographical Indications for traditional products. Dr Shridhar is fluent in Hindi, English and French.

Associate Professor David LYE Chien Boon (MBBS, FRACP, FAMS, FRCP) graduated in medicine on the Dean's List from the University of Melbourne in 1996 and completed specialty training in infectious diseases in Australia in 2004. He returned to Singapore to work at the Department of Infectious Diseases, Tan Tock Seng Hospital (TTSH) in 2005.
He is currently senior consultant, Department of Infectious Diseases, TTSH and associate professor at Yong Loo Lin School of Medicine, National University of Singapore as well as Lee Kong Chian School of Medicine, Nanyang Technological University. At the National Centre for Infectious Diseases, Professor Lye is Director of the Infectious Disease Research and Training Office and leads the Singapore Infectious Disease Clinical Research Network (SCRN) as well as the Training and Education Office. At TTSH, he founded and led the Antimicrobial Stewardship Programme from 2009 to 2018. He is the current chair of the National Antimicrobial Stewardship Expert Panel. He is a member of National Antimicrobial Resistance Control Committee and One Health Antimicrobial Resistance Project Team, Ministry of Health, Singapore.
Professor Lye has held more than SGD$9million in research grant as principal investigator to date. He has published more than 190 peer-reviewed manuscripts in journals such as NEJM, Lancet, JAMA, Lancet Infectious Diseases, Lancet Global Health as well as Science, Science Translational Medicine, Nature Biotechnology, Nature Communications.
He is an associate editor, BMC Infectious Diseases and Scientific Reports; a member of the editorial board, JAC-Antimicrobial Resistance; and a member of the Editorial Advisory Board, Journal Global Antimicrobial Resistance.
Professor Lye is President of the College of Physicians, Singapore and Society of Infectious Disease (Singapore). He is an advocate for HIV prevention as a member of the executive committee of Action for AIDS.
Professor Lye's awards include: Dean's Award for Teaching Excellence, Yong Loo Lin School of Medicine, National University of Singapore, 2016; National Healthcare Group Team Recognition Award 2017, Silver, Hospital Acquired Infection Elimination Collaborative; and Tan Tock Seng Hospital Milestone Award 2017, Antimicrobial Stewardship Programme.

Dr Youngmee Jee is Special Representative for Health Diplomacy, Korea Foundation and a Visiting Professor at the Graduate School of Public Administration, Seoul National University. Dr Youngmee Jee has broad experience in collaborating with WHO and international public health partners. Currently, she is a member of the WHO International Health Regulation Emergency Committee on COVID-19 and of the WHO Scientific Advisory Group for the Blueprint on Research and Development Preparedness for Epidemics. From 2014 to 2019, she served as Director-General of the Center for Infectious Disease Research of the Korea Centers for Disease Control and received a President Medal of Distinguished Service in 2017. During 2007-2014, Dr Jee worked for the Expanded Programme on Immunization in the WHO Western Pacific Region. She received her M.D. from Seoul National University Medical School (1986), a Diploma in Medical Microbiology (1988) and her Ph.D. in Virology from the University of London (1997).

Dr Bloomfield qualified in medicine at the University of Auckland in 1990 and after several years of clinical work specialised in public health medicine. His particular area of professional interest is non-communicable disease prevention and control, and he spent 2011 at the World Health Organization in Geneva working on this topic at a global level.
Dr Bloomfield was Chief Executive at Hutt Valley District Health Board from 2015 to 2018. Prior to that, he held a number of senior leadership roles within the Ministry of Health.

Professor Teo Yik Ying is Dean of the Saw Swee Hock School of Public Health, National University of Singapore, and concurrently the iOmics Programme Leader at the Life Sciences Institute, and an Associate Faculty Member of the Genome Institute of Singapore.
Prof Teo majored in statistical genetics, having completed his doctoral training at the University of Oxford after obtaining a Distinction for his Masters in Applied Statistics at Oxford and graduating top of the cohort for in the Bachelor programme in Mathematics at Imperial College, UK. He pursued his postdoctoral training with the Wellcome Trust Center for Human Genetics, where he was concurrently appointed as a Lecturer at the Statistics Department in Oxford University.
A keen researcher by nature, Prof Teo has gained international recognition for his work in genomics, where his focus is in the development and application of mathematical and statistical techniques to understand the genetic causes of human diseases and genetic evolution in worldwide populations. He has conducted large scale genomic studies on populations from Africa, Europe and Asia, and currently chairs an international consortium investigating the genetic diversity of cosmopolitan and indigenous populations in Asia.
Prof Teo has served as the Director for the Centre for Infectious Disease Epidemiology and Research, where the Centre works closely with the Ministry of Defence to develop capabilities for disease surveillance, consultation and research to deter and to control potential infectious disease outbreaks. He was also the Founding Director for the Centre for Health Services and Policy Research, which approaches systems-level healthcare issues from a multidisciplinary perspective, connecting healthcare workers, patients, researchers, policy- and decision-makers to tackle complex themes in the fast-changing nature of health services delivery.
For his contributions and achievements to academic and public health, Prof Teo was the recipient of numerous awards, including the Singapore Youth Award (2011), the Young Scientist Award by the Singapore National Academy of Science (2010), the NUHS-Mochtar Riady Pinnacle Young Achiever Award (2015), and the Outstanding Young Persons of the World award in the category of Academic Leadership and Achievements (2015). He was also conferred numerous scholarships during his education, including the Public Service Commission scholarship (1997), the Shell Centenary Scholarship (2000), the Lee Kuan Yew Postgraduate Scholarship (2003) and the NUS Overseas Graduate Scholarship (2003). Growing up in a family of educators, Prof Teo is both a passionate and exceptional educator, and has won numerous faculty and university awards for teaching excellence from both NUS and Oxford.
